Oral sex can lead to infections such as herpes, which is acquired right away, since there has been no symptoms of genital rash, or sores, you have nothing to worry about.
You can definitely have sex with your wife.

Can you please confirm my understanding,
1- HIV is 0 risk regardless and I am safe to have normal sexual life with my wife, however other ( none HIV) are possible such as herpes and as long as no rash on my gentals I sould not worry?
2- in order to get infected with HIV or it became risk her hand should have a seen blood and my gental should have fresh cuts is this true? I really don't remeber seeing any blood but there could be small wound I am not sure.
Please help me, I don't know why I keep thinking of this matter all the time.

1) In order for the transfer of any sexually transmitted disease, there must be sex (penetration) which can either be through vaginal, anal or oral contact. Since your encounter was with hands and soap and water, the likelihood of you having gained any STD especially HIV is highly improbable. Therefore, you can resume normal sexual encounters without fear of transmitting any STD.
2) For the transmission of HIV, blood, semen (cum), pre-seminal fluid (pre-cum), rectal fluids, vaginal fluids, from an HIV infected person must come in contact with your mucous membrane or damaged tissue or be directly injected into your bloodstream. Since your contact involved none of these, and your HIV test came back negative, your chances of getting HIV through this encounter is not possible.
